Ausgehend von einer skeptischen Einschätzung der zukünftigen Entwicklung der Chancengleichheit im Weiterbildungsbereich plädiert der Autor in Anlehnung an einen Gedanken von Friedrich Edding aus dem Jahr 1988, einen Bundesrahmenordnung zur beruflichen Weiterbildung für eine Neuordnung der Lernchancen zu schaffen. The main emphasis of this article is on how to deal with value conflicts in teaching/learning situations in adult and continuing education against the backdrop of current social challenges. Based on the description and interpretation of a case study from an integration course, the author suggests possibilities of how to prepare teachers for acting in a pedagogically appropriate and ethical manner.
Works councils handle many conflicts. This article pursues the issue how works councils acquire knowledge and competences for dealing with various conflict settings and the significance of programmes in educational institutions for work councils. To pursue the question, the author connects her research findings on learning in work conflicts to the development in practical institutional education for works councils.

Abstract: The paper describes trends of convergence and divergence in enterprise-provided continuing vocational training in Europe between 1999 and 2005. Based on the survey CVTS, the indicators for courses incidence, access, intensity, direct costs and the indicator learning at the workplace will be analyzed. The paper concludes with an outlook with references to sketches of an educational theory to be written for this field of adult education.
Hans Georg Rosenstein describes the objectives and priorities of the renewed European Agenda for Adult Learning, which was adopted by the European Council in 2011. Both, the role of the European Commission are analyzed as well as the tools and budget for the agenda’s implementation. The article concludes with a critical classification of »Erasmus for all«, the new EU-programme for general and vocational education.
