Die Erwachsenenbildungsbewegung des Chautauqua-Movements in den USA entwickelte sich um 1874 aus den methodistischen Summer-Schools. In achtwöchigen Sommerkursen sollten Inhalte der allgemeinen und religiösen Bildung vermittelt werden. In ihren Angeboten kombinierten sie unterhaltende mit bildenden Elementen.
Die Nationalerziehungserziehungspläne lehnten sich zu dieser Zeit an das Konzept an, das Jean Marie de Condorcet 1794 in seiner Schrift „Sur l’instruction des homes“ entwickelt hatte. Im nachfolgenden Dokument werden zentrale Passagen aufgeführt.
