Der Beitrag problematisiert den Begriff des zweiten Arbeitsmarktes, geht kurz auf die unterschiedlichen Voraussetzungen und Entwicklungen in Ost- und Westdeutschland ein und konzentriert sich dann auf die Situation und Funktion des zweiten Arbeitsmarktes in peripheren Regionen Ostdeutschlands.
Ist die Theoriedebatte am Ende, oder kann und sollte sie belebt werden und wie sollte sie geführt werden? Die Aufsätze des REPORT greifen Theorieansätze auf, die sich mit den Möglichkeiten erwachsenenpädagogischen Handelns beschäftigen, diskutieren forschungstheoretische Fragen, die sich aus einer international werdenden Erwachsenenbildungsforschung ergeben und geben Anstöße für neue Theoriediskussionen.

The report presents central findings of the PIAAC Study (»Programme for the International Assessment of Adult Competencies«) conducted by the OECD and provides first estimates about its significance for adult education. Although PIAAC cannot offer any information about the correlation between causes and effects. However, it is reasonable to increase basic educational endeavours and extend the programmes for groups in danger of social exclusion. Finally, research tasks are pointed out.
