Ein einheitliches Recht des lebenslangen Lernens gibt es nicht. Aber eine Vielzahl von bildungsbereichspezifischen Rechts- und Verwaltungsvorschriften, von denen einige die Weiterbildung betreffen. Ausser der Entwertung in der Politik ist sie demnach zunehmend von¤den Bezugswissenschaften - Politikdidaktik und Erwachsenenbildungswissenschaft - isoliert.
