To promote intercultural opening as a key process for improving the participatory chances in continuing education for people with a background of migration, their current opportunies and boundaries need to be taken into particular consideration. Several basic arguments are discussed in this report.

Within a joint research and development project the DIE and different associations of adult and continuing education develop basics for a correspondent method for teachers. The changes in further education supported under the provisions of SGB III (Social Code III) engender a reorientation towards demand orientation. The effects must be termed dramatic after a year. Monies decreased by around 25 percent between 2002 and 2003. Participation and entry numbers in courses were drastically reduced. These effects are not temporary phenomena, but rather mark a change of system which further education providers must prepare themselves for.
Qualitätsurteile über Weiterbildungseinrichtungen fallen sehr unterschiedlich aus. Politik und allgemeine Öffentlichkeit haben dabei häufig ein negatives Bild, während Kursteilnehmer wesentlich positiver werten. Der Autor plädiert dafür, das individuelle Qualitätsverständnis der Kunden, Kursleiter, Mitarbeiter und der lokalen Akteure in der Weiterbildung stärker einzubeziehen, um die richtigen Folgerungen für eine Qualitätsentwicklung zu ziehen.
