Abstract: The paper describes trends of convergence and divergence in enterprise-provided continuing vocational training in Europe between 1999 and 2005. Based on the survey CVTS, the indicators for courses incidence, access, intensity, direct costs and the indicator learning at the workplace will be analyzed. The paper concludes with an outlook with references to sketches of an educational theory to be written for this field of adult education.
Education reports are a core element of the new governance model in the educational system: they provide data to support political decision-makers in evidence-based governance. For that purpose, indicators are developed to monitor context, input, processes and outcomes of educational efforts. This article analyzes actual report segments on further education in various report systems with respect to the picture of these dimensions of further education. The applicability of the existing indicator…
In international comparative analyses on further education the clustering of countries is widely established. Frequently, such typologies are derived heuristically, referring to theoretical approaches or single indicators, which make it difficult to obtain a systematic overview. This contribution presents the main arguments of two theoretical approaches (welfare state regimes Esping-Andersen 1990 and varieties of capitalism Hall/Soskice 2001) that refer to indicators on the macro level for expl…
The DIE publishes recent research findings from empirical studies on the continuing education system and its educational institutions under the label "DIE Survey. Data and reports on continuing education". The publications are directed at stakeholders in education policy, practical continuing education, as well as national and international research. The volumes are published in loose sequence and provide transparency in the complex field of continuing education. Thus they provide an academical…
Can the benefit derived from a course in further education be measured? Which methodological considerations are to be taken into account? It must be defined first of all which indicators are supposed to indicate the benefit. Evaluators and stakeholders must agree on set points. Data have to be collected using the methods of qualitative as well as quantitative research. Under evaluation aspects, anecdotic evidence has no value. At the end of the article, the author sums up four basic methods of …
Adult Education is rarely associated with genuine research methods. But recently a number of innovative methodical approaches have emerged which have been implemented in adult education. Often these empirical approaches are interconnected and therefore will be in the focus of our attention. This edition of REPORT will present and evaluate these innovative research methods in adult education.
German universities have been compelled to live on a tight budget for years. Therefore, university financing is on the one hand concerned with more efficiency, on the other hand with the opening up new sources of income. Possible instruments for more efficiency are global budgets and the dividing-up of budgets according to indicators. New sources of income might be funded research and the provision of further education. But German universities are still a long way from being "entrepreneurial un…
This REPORT analyzes the changing conditions and expectations with regard to the management of the continuing educational system, predominantly the frames of education economy, reporting, quality assurance and monitoring. The interactions of the various stakeholders characterize the development and implementation of continuing educational programs as well as a multitude of decision-making processes in educational institutions, but also relevant local, regional and national processes. The libera…
The development of typologies is used as a method in social and educational research that helps to systematically reduce complex information. Thus, developing typologies facilitates theoretical as well as empirical clarification and contributes in this way to the attainment of scientific insights. Typologies are based on the results of comparisons derived from analysing empirical material. These results are then clustered and outlined as dimensions for allocating individual cases, identifying i…
The German Atlas of Continuing Education documents empirical educational research results which identify geographical location, in addition to socio-economic status, as an important dimension of inequality in educational opportunities for adults. Generally, the German Atlas of Continuing Education describes the provision of continuing education and participation in continuing education at the levels of federal states as well as districts and independent cities over time. In addition, the Atla…
